Background
Followingly the coup, the Civil Disobedience movement (CDM) has been an effective means of undermining the military’s legitimacy and its operationality. It has been seen that CDM is widely initiated, particularly in Kayin & Mon states, by education staff from both basic and advanced levels of education departments.
Situation Analysis
Understandably, individual and local donors have become less motivated to contribute to the movement. Furthermore, the armed forces are intimidating the CDM staff by arresting and extorting them. Consequently, many CDM staff, significantly from the Ministry of Education, are now living in a state of constant fear and a great number of them have fled to ethnic controlled areas. Hence, CDM education staff face several challenges and financial burden is one of them.
Operational teams’ backgrounds
Our two organizations have been assisting the CDM staff from all sectors since the start of the coup. We have a network of local agents that support the CDMers in the communities they live in. With the two teams combined in Kayin & Mon, our agents have the means to support the 2,300 education CDM staff.
Means of Operation
Firstly, agents have to verify the clients whether they are CDMers. Then, agents request cash from the finance focals and then proceed to direct cash transfer to the clients by physically or electronically. Our agents aim to provide one lakh of Myanmar kyats per client per month. Sometimes, due to connectivity and geographical barriers, our agents recruit sub-agents among the clients themselves. They take the similar role of requesting and providing cash to their peers who either do not have the internet or hiding in secure areas.
